Housing Ploicy Analyst


Program Description:

The Community Service Society (CSS), a leading organization dedicated to alleviating poverty through research, advocacy, litigation and innovative services, seeks a dynamic and technically skilled Policy Analyst to conduct research and advocacy on affordable housing. The Policy Analyst will join a strong team that is spearheading progressive change to address economic inequality and spur upward mobility for low-income New Yorkers. Reporting to the Senior Housing Policy Analyst, the analyst will use rigorous research to drive advocacy for policies to preserve and create affordable housing in New York City. The analyst will focus on issues such as the 421-a property tax exemption program, rent regulated housing, changes in the supply of affordable housing, gentrification and displacement, rent subsidies, evictions, homelessness and public housing. Responsibilities will include designing and carrying out research, producing publishable policy briefs, and contributing to developing and carrying out advocacy strategies including working effectively with coalitions.

Job Description:

  • Designs and carries out research and analysis to further CSS’s affordable housing policy and program priorities
  • Identifies research opportunities and prepares policy briefs, in-depth analyses and opeds on key housing issues
  • Speaks at public forums and to journalists on housing issues
  • Uses research to develop positions and recommendations, and to drive an advocacy agenda; develops and executes advocacy strategies that often include building and working in coalitions with other groups
  • Lobbies public officials and key actors to promote CSS positions on legislative, policy and program issues
  • Represents CSS in housing coalitions
  • Contributes to technical assistance and training efforts for resident and community-based housing organizations
  • Collaborates with policy department members in the design and analysis of the CSS annual Unheard Third survey of low-income New Yorkers
  • Participates in developing and writing grant proposals, and other activities as required

Job Requirements:

  • Ph.D. or Master’s Degree in public policy, urban planning, economics or related field required and three (3) years of demonstrated experience in housing policy research and analysis
  • Expert familiarity with major housing policy and community development issues in New York City, with knowledge of related social policy issues
  • Strong quantitative and analytic skills, including facility using publicly available data sets (e.g., HVS, ACS, CPS); expertise using data analysis software such as SPSS or Stata and proficient in GIS mapping
  • Excellent organizational, written and oral communications skills required, including delivery of presentations
  • Good judgment; attention to detail and the ability to work both independently and collaboratively
  • Creative problem-solver; strategic thinker; takes initiative
  • Ability to interact effectively with community and resident constituencies, and with policy makers
  • Experience working in nonprofit, mission-driven, or public policy agencies strongly preferred
