The NYC Public Engagement Unit (PEU) is seeking a Homelessness Prevention Systems Manager to support large-scale City initiatives that use proactive outreach strategies and new technology to connect New Yorkers with vital city services. PEU consists of teams of specialists who are trained to effectively engage New Yorkers and connect them with vital resources. The Unit uses data to identify demographics that likely want or need city services; and works with partner agencies, elected officials, community groups, non-profit organizations, and service providers to interact directly with communities and subject matter experts in all five boroughs. The unit is frequently involved in citywide events, special projects in conjunction with multiple city agencies, and targeted days of action, to broaden our base of support in communities and engage more New Yorkers.

The Manager will serve the important role of leveraging data and data-driven tactics to facilitate and improve operations across PEU's homelessness prevention programs in partnership with agencies and organizations across the city. The Manager will oversee systems used by the unit and its partners for outreach, reporting, data collection, analysis, and integration, and be accountable for the quality and applicability of information collected, procured, utilized and reported by the unit.

The Manager will determine the way data is structured to best ensure that staff will be able to interact with the systems in an intuitive way while capturing as much useful information as possible. The Manager also plays a key role in data sharing operations between PEU and its partners, and data acquisition more broadly. This includes researching additional data sets and investigating opportunities to gain more in-depth understanding of factors around housing and homelessness, to better predict those who will be in need of service and the best means to reach them.

The Homelessness Prevention Systems Manager will report directly to the PEU Data Director and indirectly to the Outreach Director for Public Engagement.

The Homelessness Prevention System Manager will:

  • Work closely with PEU leadership and staff to communicate results of analyses and inform
  • key decisions related to the direction of PEU programs

  • Manage a team of data analysts that specialize in performing data management, data analysis,
  • and reporting tasks

  • Cultivate relationships with internal and external partners and effectively communicate PEU
  • messaging

  • Demonstrate an ability to speak to all PEU programs through developing a clear understanding
  • of all the various facets involved in each of the PEU outreach teams.

  • Set standards and definitions for metrics and workflows, around how information should be
  • entered, interpreted, and reported out.

  • Ensure consistent, clean representation of PEU metrics and data when sharing or reporting.
  • Ensure that data is correctly segmented and secured and stored properly, to prevent any
  • misuse, accidental or intentional.

  • Structure the development and integration of new systems, improve existing systems, and
  • replace old systems as needed.

  • Research additional data sets available publicly or within partner agencies that will assist in
  • targeted outreach and data analysis.

    Minimum Qualification Requirements

    1. A master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or

    2. A baccalaureate degree from an accredited college and four years of experience as described in "1" above; or

    3. A four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and six years of experience as described in "1" above; or

    4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive or supervisory experience as described in

    "1" above.

    Qualification Requirements (continued)

    NOTE: The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.

    Preferred Skills

    • 3+ years working with data in government, or in community, issue, labor, or political organizing.

  • Enthusiasm and a commitment to addressing homelessness and other widespread issues
  • centered around social services in New York City.

  • Advanced understanding of Excel and experience with other reporting tools such as Tableau.
  • Experience managing SQL databases and writing/proofing SQL queries, to ensure data is
  • managed correctly and that reports yield consistent and accurate results.

  • Expertise using scripting languages to automate data processing, commonly involving VBA,
  • Python, or R within PEU, though not limited to these tools.

  • Experience managing data/analytics staff with a variety of skill sets on complex projects.
  • Ability and desire to train data and other staff on hard data skills and how to communicate
  • effectively using data.

    Residency Requirement

    New York City Residency is not required for this position

    Salary Range: $54,643 - $85,000 (Annual)
