The GetCoveredNYC Outreach team of the Public Engagement Unit is recruiting (1) specialist with deep experience with health education, best data practices, and community-based outreach on health issues and case management.

The NYC Public Engagement Unit (PEU) identifies and executes proactive strategies to connect more New Yorkers to key city services. Relying heavily on data analytics, new technologies, and large-scale outreach tactics, the unit identifies New Yorkers in need of assistance and helps them navigate and obtain city services.

The Public Engagement Unit consists of teams of specialists who are trained to effectively engage New Yorkers and connect them with vital resources. The Unit uses data to identify demographics that likely want or need city services; and works with partner agencies, elected officials, community groups, non-profit organizations, and service providers to engage directly with communities and subject matter experts in all five boroughs. The unit is frequently involved in citywide events, special projects in conjunction with multiple city agencies, and targeted days of action.

The newly created GetCoveredNYC Outreach team within PEU leverages research and data, implements proactive strategies and closely coordinates with agency and community partners to increase awareness and usage of Health + Hospitals facilities as well as enrollment in all types of health insurance. A dynamic and fast–paced office with multiple priorities and frequent special assignments, we seek talented staff dedicated to helping New Yorkers.

Successful candidates should have at least one year of community, health education or other experience, and excellent communications and outreach skills. Candidates should have demonstrated ability to closely track metrics and outcomes, and be detail-oriented and organized.

Familiarity with New York City government, public health issues, health insurance enrollment, housing issues, social services and a commitment to helping others is preferred.

The GetCovered NYC Specialist responsibilities will include, but will not be limited to:

  • Engaging New Yorkers through door-to-door outreach to identify insurance enrollment issues and case manage to resolution.
  • Maintaining ongoing reporting and communication with Project Lead.
  • Creating individualized outreach plans for their areas, mapping out key geographic areas, community partners and interest groups.
  • Organizing and attending outreach events in partnership with community groups, elected officials and city agencies.
  • Minimum Qualification Requirements

    1. A baccalaureate degree from an accredited college or university and two years of full-time satisfactory experience in: (a) developing public health education programs, including identifying target populations, conducting needs assessments, designing educational materials, planning educational presentations or workshops, and evaluating health education programs; (b) presenting public health education programs; and/or (c) counseling in areas such as communicable diseases, substance abuse, assault, sexual abuse, and/or family planning; or

    2. A master’s degree from an accredited college or university in one of the following areas: public health education, education, public/community health administration, public administration or business administration and one year of full-time satisfactory experience as described in "1" above.

    For Assignment Level II

    In addition to meeting the "Qualification Requirements" above, to be assigned to Assignment Level II, candidates must have two additional years of full-time satisfactory experience, for a total of four years of experience for candidates with a baccalaureate degree, and two years for candidates with a master's degree.

    For Assignment Level III

    In addition to meeting the "Qualification Requirements" above, to be assigned to Assignment Level III, candidates must have three additional years of full-time satisfactory experience as described above, for a total of five years of experience for candidates with a baccalaureate degree, and three years for candidates with a master's degree; at least one year of which, in either case, must have been in a supervisory or administrative capacity.

    Preferred Skills

  • • Enthusiasm and a commitment to provide assistance to those needing health insurance in New York City.
  • 1 year of experience with public health, health insurance enrollment, or other health-related fields.
  • Excellent interpersonal skills and proven ability to engage people in conversation.
  • Strong written and oral communication skills in English.
  • Spoken Chinese, Russian, Arabic or Spanish a plus, other languages encouraged.
  • Ability to prioritize and effectively manage multiple tasks in a fast paced work environment.
  • Willingness to learn, be flexible and adapt to work assignments in a variety of situations.
  • Possess a strong ability to problem solve.
  • Residency Requirement

    New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.

    Salary Range: $48,447 - $54,745 (Annual)
